Cheap was definitely my region's theme too!
Once I was at a retreat and having morning sickness I was about ten minutes late for breakfast. ALL of the food was GONE! Every last bit except for some dry cereal and nothing to drink. It was awful to be pregnant and go from the early dinner the night before until lunch the next day without anything to eat other than a few lucky charms. I was SOOO sick all the day.
Also an awesome lady at our church picked up the old bread from a local bakery and distributed it at church. Some was good, some smooshed, but I and other church members would all pick over it for the week's bread. I used to get bags of bread and stick it in the freezer feed the family for the week. This was simultaneous with a building campaign where people were encouraged to give beyond comfort levels... some single income families with TONS of kids and strapped anyway giving into the 50K and 70K amounts. It was a crazy blend of frugality where people would eat old smooshed bread and share garden produce from their vast gardens to extreme extravagance aimed toward the church building and programs.
